When you mention "Engaging characters" do you mean they have well defined and established personalities?
Cuz if you mean "Character Development" I gotta ask...how are you supposed go give a character an emotinally engaging arc in 15 pages?
I mean the characters should stand out, have personality, ya know? Not be boring to read.

Traditional comics are like a comic book or graphic novel. They have pages left to right (in the US)
Scroll comics go top to bottom.
